The following updates and attachments are provided for your information.
Topic: Governor's Council on Educator Effectiveness
The tenure reform/evaluation legislation recently enacted calls for the creation of THE GOVERNOR'S COUNCIL ON EDUCATOR EFFECTIVENESS AND ADVISORY COMMITTEE. The purpose of these groups will be to create a State evaluation framework. Having input on these committees in extremely important and MAISA will make recommendations to Governor Snyder as soon as possible. I have included the statute below and I am seeking volunteers who want to serve on one or both of these committees. Due to the short timeline I will nominate those individuals in order of response.
THE GOVERNOR'S COUNCIL ON EDUCATOR EFFECTIVENESS IS CREATED AS A TEMPORARY COMMISSION DESCRIBED IN SECTION 4 OF ARTICLE OF THE STATE CONSTITUTION OF 1963. ALL OF THE FOLLOWING APPLY TO THE GOVERNOR'S COUNCIL ON EDUCATOR EFFECTIVENESS:
(A) THE GOVERNOR'S COUNCIL ON EDUCATOR EFFECTIVENESS SHALL CONSIST OF THE FOLLOWING 5 VOTING MEMBERS:
(i) THE GOVERNOR SHALL APPOINT 3 MEMBERS.
(ii) THE SENATE MAJORITY LEADER SHALL APPOINT 1 MEMBER.
(iii) THE SPEAKER OF THE HOUSE OF REPRESENTATIVES SHALL APPOINT 1 MEMBER.
(B) IN ADDITION TO THE MEMBERS APPOINTED UNDER SUBDIVISION (A), THE SUPERINTENDENT OF PUBLIC INSTRUCTION OR HIS OR HER DESIGNEE SHALL SERVE AS A NONVOTING MEMBER.
(C) THE MEMBERS APPOINTED UNDER SUBDIVISION (A), AND THE DESIGNEE OF THE SUPERINTENDENT OF PUBLIC INSTRUCTION IF HE OR SHE APPOINTS A DESIGNEE, SHALL HAVE EXPERTISE IN 1 OR MORE OF THE FOLLOWING AREAS: PSYCHOMETRICS, MEASUREMENT, PERFORMANCE-BASED EDUCATOR EVALUATION MODELS, EDUCATOR EFFECTIVENESS, OR DEVELOPMENT OF EDUCATOR EVALUATION FRAMEWORKS IN OTHER STATES.
(D) NOT LATER THAN OCTOBER 31, 2011, THE GOVERNOR'S COUNCIL ON EDUCATOR EFFECTIVENESS SHALL CONTRACT WITH 1 OR MORE ADDITIONAL EXPERTS IN THE AREAS DESCRIBED IN SUBDIVISION (C) AS THE COUNCIL CONSIDERS NECESSARY.
(E) THE GOVERNOR SHALL APPOINT AN ADVISORY COMMITTEE FOR THE GOVERNOR'S COUNCIL ON EDUCATOR EFFECTIVENESS TO PROVIDE INPUT ON THE COUNCIL'S RECOMMENDATIONS. THE ADVISORY COMMITTEE SHALL CONSIST OF PUBLIC SCHOOL TEACHERS, PUBLIC SCHOOL ADMINISTRATORS, AND PARENTS OF PUBLIC SCHOOL PUPILS.
Topic: i3 grant opportunity
Please find a time sensitive request for letters of support for a statewide i3 grant that would provide leadership professional development for principals across the state using the McREL Balanced leadership training. Thanks to Dan and Michelle in the EUPISD; ISDs across the state have the opportunity to send letters of support by August 2, 2011 to participate in this opportunity for a validation grant.
This is as an important opportunity for leadership development and instructional improvement with existing experimental evidence of its efficacy, to be successful the proposal needs letters of support. Please consider responding to this request on behalf of your districts.
Due to the tight i3 timeline, we have prepared a letter that an ISD superintendent could sign with the understanding that participation of local districts could be subject to future agreement.
Topic: MDE School Improvement meeting for ISDs
The Michigan Department of Education will hold a School Improvement Workshop for ISDs, RESAs, and Educational Organizations on Thursday, October 13, 2011 at the Kellogg Center in East Lansing. There is no cost for ISD/RESA and Educational Organization staff.
This one-day session is designed to be an informational preview for the upcoming Fall 2011 MDE School Improvement Conference. The following items will be showcased during the workshop:
- AdvancED Tool Development Updates
- Newly-developed School Improvement Training Kit for LEAs to Implement School Improvement
- Draft Program Evaluation Process and Tool
- Paper Pencil Pilot of the ISD/RESA Improvement Plan
The Fall 2011 MDE School Improvement Conference being held on November 29 at the Lansing Center will also provide pre-sessions for how to get started with School Improvement.
Registration for the October 13 event is available on line at http://www.gomiem.org/. Registration at the event on October 13 begins at 9:00 a.m. until 9:30 a.m. and the workshop will begin promptly at 9:30 a.m. and run until 4:00 p.m. A continental breakfast and lunch will be provided.
